श्री गुरुजी का स्पष्ट विचार था कि राष्ट्रजीवन की एकता के लक्ष्य की दिशा में ''सबसे महत्वपूर्ण और प्रभावी कदम यह होगा कि हम अपने देश के संविधान से संघीय राज्य की सम्पूर्ण चर्चा को सदैव के लिए समाप्त कर दें।.... भारत के अन्तर्गत अनेक स्वायत्ता तथा अर्ध्दस्वायत्ता राज्यों के अस्तित्व को मिटा दें तथा एक देश, एक राज्य, एक विधानमण्डल, एक कार्यपालिका घोषित करें। इसमें खण्डात्मक, क्षेत्रीय, साम्प्रदायिक, भाषायी अथवा अन्य प्रकार के गर्व का चिन्ह भी नहीं होना चाहिए।
